AMERICA AND THE LEAGUE OF NATIONS.
A Japanese Symposium. Under the caption of "Disarma- ment, America and the League of Nationa," the Taiwan ("The Outlook") has articles by Mr. Sugimura Yotaro, Councillor of the Foreign Office; Dr. Suychiro Shigeo, Professor of Law in the Kioto Imperial University; and Mr. Ishikawa Yasujiro, a well- known journalist.
Mr. Sugimurs expresses regret that President Wilson did not foresee that his country would not, after the war, accept him as a dictator, although it allowed him to remain so during the cam- paign. The result, he says, is that neither France nor Italy-lo say nothing, of America--is satisfied with the Covenant of the League of Nations as it stands.
