THE REPARATIONS CONFERENCE.
London, March 4, it is universally agreed that yesterday's sitting of the Conference at St. James's Palace is of historic importance and vied in solemnity with the first appearance of the German delegation at Versailles after the armistice. It is no exaggeration to say that the Prime Minister's brilliant and forcible speech made as equally deep as impression as M. Clemencean's on that occasion. The Allied statesmen in London, particularly the French, are enthusiastic over the strength, tact and political acumen exhibited in Mr. Lloyd George's address. Papers of all shades of opinion shower praise on the speech and describe it as inspired by the deep moral earnestness which marked his war eloquence at its best.
The situation is now one of great gravity but it is confidently believed that the German Government is alive to the seriousness of the position and will advance more sensible proposals on Monday which will afford a basis of discussion and avert putting into execution the Allied threats. The feeling that a peaceful solution HAMA, KUBE, NAGASAKI and will be reached is reflected on the Bourse at Berlin where, even after Mr. Lloyd George's speech was published, the markel was firm and prices generally advanced owing to the impression that the Allies do not intend to abruptly break off negotiations. Meantime the German Cabinet has met to discuss the ultimatum.

The text of the mandate for German East Africa is published.
The territory excludes the greater portion of the provinces of Urundi and Euandu which passed to Belgian control. The mandate largely follows the lines of that of German South-West Africa. It include special provisions for protecting the natives. SHIPPING CRISIS THREATENED.

A shipping crisis is threatened owing to the shipowners proposing a reduction of pay for officers and seamen by about £5 a month, bringing seamen's wages to $10 a month compared with £5 before the wat, and stewards on passenger, ships to £8-5s. as compared with #3-10s. The owners, contend that economies in working only moans avoiding laying up much more toniuge and causing much unemploy ment,
