On the eve of the Near Eastern and Reparations Conferences in London, M. Briand has made a statement to the "Observer." London, Feb. 19. A New York telegram says the State Department has received unofficially the Draft mandate for the former German Islands of the North Pacific granted to Japan by the Peace Conference. According to the "New York Times" the officials state that the United States. does not regard the mandate as applying to the island of Yap, which President Wilson holds was specifically excepted by an unwritten agreement among the members of the Supreme Council and reserved for disposal by the Communications Conference. It is understood that the opinions of the Allied representatives differ with regard to the status of Yap. It is believed that Britain supported the claims af Japan whose position is said to be that she would yield to the objec- tions of the United States with regard to Yap provided Britain allowed equal rights for Japanese nationals in former German South Pacific Islands now mandated to Australia and New Zealand.
