Dealing with the proposed fifty per cent. restriction of rubber catpat in Malaya and the Straits, the "Times" emphasises that further restriction would be exceedingly expensive for the producing com- panies in view of the necessity for maintenance. The labour force, one of the primary expenses of a rubber catate, could hardly be reduced appreciably if the fifty per cent, restriction were enforced.
