Secretary Houston has announced details of a planwhereby Britain 416 agrees to pay her debt of $122,000,000, due to the United States for

silver purchased during the war, by 1924. The debt represents bullion, ♪. W 1 D. P. obtained from melting silver dollars to relieve the shortage in India.

1 The money will be paid in equal annual instalments from 1921 to1924, 1in proportions of 60 per cent, on 15th April and 40 per cent, on 15th May 114 in each year, with scerned intérest at 5 per cent. from 15th April, 1919 until payment is completed. Britain will permit the United States Treasury to make tenders for the purchase of rupee credits offered on India on the samf terms as British nationals.

A German Note to the Inter-Allied Military Control Commis- sion says that Germany has never recognised the obligation to disband the self-defence organisations, which are non-military and only temporary, but necessary.

The German Note points out that the completion of the surren- der of anus by the self-defence organisations does not apply to Bavaria and East Prussia. The former is still completely under the influence of the Soviet regime established in 1919, and the salf- defence organisations cannot be disarmed as long as they are son- fronted with the possibility of defencelessness against revolutionaries
