NEW MILITARY CONVENTION.
Brussels, September 1. The new Franco-Belgian Military Convention has been approved bf both Governments and is ratifiable within a few lays. The Con vention lays down the role assignable to Antwerp in the event of a new invasion and provides the direction of retreat of the Belgian Army in the event of a first defensive battle not checking the invasion. Arrangements are also made for a different concentration of the Belgian forces from that of 1914. The House of Representares has passed a vote expunging al. record of the recent. ratification of the Women's Sufferage Amend ment, on the ground that a quorum was not present.
