Mexico City, Aug. 17. The "Excelsior" says the Mexican High Commissioner to the United States has sent a message to the Provisional Frealdent that President Wilson will recognise the present Government if the latter agrees to certain terms communicated by Mr. Colby which are stated to include payment of indemnities to the foreigners who suffered during the revolution and abrogation of the confiscatory decrees of the Carranza Government.
