At the Press Conference, Sir Gilbert Parker declared that the Imperial partnership had long been founded upon consent. London, August 9. A message from Hythe, at 4.30 p.m.. says two messages have been received from Moscow at Lympne, where a Conference is being beld. Neither was definite in character, but both indicate that the Soviet will refuse the proposed terms.
