The tone of M. Millerand's speech relaxed the tension. It is coteworthy that the Conservative papers attribute the Allies' "change" of tone" to Herr Stianes' oration, which a semi-official version des- cribes as impressive. The Socialist paper, Freiheit, sharply criticizes Stinnes, whose attitude would have been alright at a meeting of share- holders, but was entirely out of place in intercourse with the Allies.
THE US. MERCHANT MARINE.
New York, July 10.
In a statement issued at Washington, Mr. Jones, Chairman of the Committee of Commerce, declares the new shipping law does not discriminate against the ships of any nation batgires aid to the American merchant marine as a domestic industry. The provisions of the Bill give most favoured cation treatment to all foreign vessela, but they will not receive, nor are they entitled to received, the national treatment accorded to United States ships. It is a measure to aid American ships to compete successfully with foreign vessels for the privilege of carrying part of the country's foreign trade and to easure that American ships shall transport all merchandise, moving between porta in the United States and its possessions.
