Rome, May 12 · Signor Nilli has resigned in consequence of defeat. by 193 votes to 112 in the debate on internal policy, in which the Catholics supported the Socialists, who were regarded as too weak.
Later.
The defeat of the Government was due to the Popu lar Party, which has hitherto been pro-Government. supporting a Socialist motion condemning the Govern ment's policy with regard to the strike of postal, tele- graph and telephone employees.

The report of the Speaker's Committee on desolation confrms the forecast of 27th April. It shows that the Committee is equally divided regarding the two schemes but is practically agreed on the questions of the powers to be devolved as regards financial relations and the judi- ciary. Under the heading of Powers proposed to Devolve are the regulation of internal commercial undertakings, order and good government, ecclesiatical matters, agri- culture and land, loent judiciary and minor legal matters, education except Oxford, Cambridge and London Univer- sities, local government and municipal undertakings, pub- lir health. It is proposed to transfer to Iscal legislatures certain licence duties, any defeit to be made up out of pcome tax, while the whole position is to be reviewed her five years,

The Allies have presented to Germany a note con- taining the first revised list of war criminals. The list is stated to contain forty-five names, including-foar U-boat commanders accused of torpedoing hospital ships, ofcers accused of shooting and ill-treating pri- oners, and General Kruske and Governor Cassel, accused of spreading typhus germs.
