ANNUAL REPORT.

The annual general meeting ot members of the Hongkong Hort cultural Society is to be held at 5,35) p.m. to-morrow at the offices al Messrs. Jardins Matheson & Co, when the Committee's Report and Statement of Accounts will be pre-j sented and aäicers and, pew Com mittee will be elected. In a éircular accompanying the report the Presi dent of the Society, Mr. L. Gibl speaks bluntly on lack of interest abown by members in the annual meeting and members might do worse than take his words to heart, Ho'says:

"It is a well known fact that vary Hitto interest is abown by the bulk of members in the management of this and of similar Societies in Hongkong. At the same, time com- plaints are often heard that con- mittees re-elect themselves the "'ald "gang" is Ülways in office that it is s "une man show" and that "new blood" is not introduced

AS it should be. It is certainly vary de-j sirable that there should be change, that new ideas should be introduced and that the work of Society shoukl to: be allowed to run in permanent grooves, hat this can only be at tained if membets wÏ'l come forward who are willing to do their share in the work of managemenl The writer has been President of the) Society for 2 or 3 years. Hon Sec. for years, and though willing to do all he can to further the objects ali the Society, is more than willing to give way to anyour prepared to take on the work. The present Hon Secretary, on whom the balk of the work fall is not prepared to accept. re-election.

The present Hou Treasurer though kindly consenting to remain in she would be happy to be relieved. Nine other members are required to form the Committee and it is hoped that members of the Society wil subunit to the Hou Secretary-beforethe meeting-thei names of any willing to act in any capacity and will turn up in force to support their comination.”

Owing to the absence of sun for nearly a month before the Show, the quality of many Exhibits suller- ed in comparison with past years bot in spite of a, the Committee rollsider that the show was very creditable and trust it will have been the means of bringing in some new members to the Society and in ad- ding to the interest in Holticultare; | in and about Hongkong. Au exhibit of Sweet Peas of great merit zas shown by Mr. A Nicol and the Standard of Vegetables in the vari bus classes shows an improvement. The Committee acknowledge with! thanks subscriptions 3100.00. encia from Messrs. H. Hancock, M. R. de Journel, E. Ormiston and C. D.j Wilkinson, who thereby become Lile Members of the Society.

The Committee desire to record with great regret the death of Mr. W. J. Tutcher." Mr. Tutcher served on the Committee for many years: and acted sa a. Judge at most) Shows, and the Society owes much to his ever ready help and advice.---

Mr. Chamberlain bhs written to the Federation of British Industries explaining that the proposed seven and sixpenny flat rate will apply to a business now paying excess profitx day, but if extended to all other businesses not paying duty because of not making excess profits the required fat rate will be five and sixpence. He opines that a fat rate tax ai either rate would have been regarded as impossible.

MESOPOTAMIAN OIL FIELDS.

Lendon, May 7

The Tin states that snanciers severely criticise the negotiations which are believed to be nearing completion for the transfer of the Mesopotamian oil field which is reputed to contain as much oil as the United States to a new company to be controlled by the Royal Dutch and Shell group. It is understood that it is proposed that Britain wil be entitled to approve of the appointment of directors of the new company but that there is no father benefit to Britain. It is doubtful whether public opinion wi? sanction the granting of 5- monopoly of the Mesopotation del field to a company sixty per cent, of whose profits would presamably go to Holland. Now it is impossible to recnanise the pre-war arrangement between Turkey, German Banks, the Royal Datch, Shell and Anglo Persian Dil Companys for the right to exploit oil in Mesopotamia. ILLEGITIMACY.

London, May 7.

The House of Comrsons passed the second reading by 117 rates to 9 of a private bel providing for the registration at the tires of birth of the alleged father of an illegitimate. The ferner is required to confer or disprose paternity and in ther foner case to submit an offer of the cost of maintenance of the child, which will be daly embodied in an order. The father may also be ordered before the birth of the ebild to support the mother until and including confinement. The mother is liable to rusintenance if able. A married woman may proceed in respect of an ilegitimate. The latter will be under the " epetrison of the juvenile courts. The maximum affiliation order is fixed at forty shillings weekly.

Mr. Neville Chamberlain in introducing the Bill said the infantil mortality among ilegitimates was 2001 compared with 5 per thousand of children born in wedlock.

The Home Secretary objected to the Bill and said the Government hoped to establish a committee to consider lexalised adoption in Great Britain,
