The "Petit Jaurna,” in a message from San Remo states that Marshal Foch does not consider the Allied troops sufficiant to enforce the Treaty and recommends an increase by three bundred thousand.

Berlin, April 2

The President of the German Peace Delegation at Paris has presented à Note to the Entente pointing out that as a result of withdrawals carried out by 21st April the number » of troops in the neutral zone no longer exceeds the faros allowed by the Peace Treaty and only a number of the military ... formations are now in excess. Further diminutions of there formations are at present unfeasible as the execution of polion easures in thickly popalatest districts can best be carried out by small military groups.

M. Millerand, in an interview as regards the enforcement of the Treaty, said there no real Angk-French divergence and he did not doubt thai an agreement would be reached. As to other points, France insisted on the sli armament of Germany. The miner natural dificulties of the roal question had been exaggerated. There might also be difficulties regarding the financial obligations with Germany. When Germany prored her good faith France would meet Germany in a reasonable spirit. The repart of the Air Com- mission was evidence that Germany was determined to attempt.da evade the Treaty. M. Millerand regarded Ger- many's request for an increased army as another attempt to erade her obligations
