The question of chief interest in the Saň Kémo, Cor- ference is that of Germany and German disarmament. What the French circles want is that the Treaty, signed by all the Powers, should be carried out. Where amend, ments are necessary, France as the principal injured party, is the chief creditor, and as one who has the most to fear in fature should have right to the first say. Deliberation by protocols and diplomatic instruments have failed so far to secure the execution of the Treaty teams. The German Army is still vastly over strength. Germany again is drilling Pseudo Volanteers and the Police Corps, and Germany is also keeping up and hiding arms and ammucition. She is sending only a small fraction of coal from the Ruhr Valley which she promised to despatch to France and she is apparently not even contemplating paying any part of her financial debts. The only thing, therefore, is to keep intact an armed threat, and that is the threat of the French Army. 3. According to the "Birmingham Post" the American Legion having passed a resolution requesting the Governor of Alabama to publicly proclaim Valera "persona nongrata,” the Governor replied that whilst iz was outside his official province to issue such a proclama tinn, his personal opinion was that the pilgrimage of. Valera and his Sing Fein propaganda should long ago have received the attention of the State Department.
