THE BRITISH BUDGET.

London, April 19.

The Budget provisions include the dzing of the lettarpost at 2d for three aances and d. for each ad ditional dance; minimum one shilling telegrams and Id. for each six ounces of newspapers. It is estimated an increase of £6,500,000, will be made in the revenue of the Post Office. Spirits are raised to 126 per bottle retail and beer by Id. per pint. The duty on wine will be doubled and the duty on sparkling wines will ba 30 per cent, add kuliaremore,

There is an additional c3 rularem duty of fifty per cent on imparted cigars with a preferential rebate of one third on cigars from the Dominions and India. There will also be a preferential rebate of one-third or sparkling wines from the Empire. The standard rate of income tax, &- per 21, is unchanged but a Bill will be introdured carrying out the recommendations of the Income Tax Commission. The exemption limit of married people will be 2250 and of unmarried people £150, The excess pronts duty will be increased to sixty per cent.

Mr. Chamberlain proposed to adopt the recommenda- tions of the Royal Commission as regards double income tax and rentilently hoped the Dominions would adopt the proposals and make relief complete by similar action. en their part, but anyhow it was proposed to put int operation immediately and unconditionally the United Kingdom's share of the arrangement.

Where the Dominion rate of tax did not exceed one half the United Kingdom rate relief would be complete. This would cust the Exchequer £2,000,000 yearly. it was proposed. to introduce a new tax which might in future substitute the Excess Profits Tus damaly, the corporation 14, one shilling per 3 on the profits of limited liability

Realisations on the vote of credit were increased bo $51,3ed80g mainly owing to unexpectedly large receipts from the Ministries of Shipping and Munitions. The floating debt en March 31 was £1,312,000,000, a decrease co £100,000 compared with last year, The worst feature of the floating debt was the borrowing en wage and means. This was the immediate cause of the in nation of credit and prices. Although the sevenas exceeded expenditure he was forced in the first ten days 2nd April te tearrów 255,joogion from the Bank of Englant en the ways and means presunt and owing to the con renewal of maturing Treasury Bills to the extent of 461506bd he was compelled to raise the Treasury Bill rate and the Bank Rate was simultanespaly raised. This showed the difficulty of having an enormous floating debr and the urgent peed of an effective remedy.

The external debt was £1,275.000.000, showing a re- duction of 45,000,000 in the course of the gear. This would be further reduced by the re-payment of the Anglo- French Joan of $500,000,000. It had been decided t re-pay the whole lean by next autumn without further. borrowing from the United States. The effect already produced on our credit justiñed any such satrice. H paid a tribute to the work of the National Savings Committee which was the forms of burrowing to which he had readiest recourse. The sale of savings certificates last year brought in £45.000,0), accounting for nearly half the cet reduction of the national debt He estimated revenue 63 the existing basis of taxation as $1315W and the expenditure 21.177,5000000, Paving £164,99%HR for the reduction of debt.

This was in sufficient and he made a call on the country for generous efforts to improve credit and lighten the future burden.

the

Mr. Chamberlain admitted that expenditure for supplies nad services was formidable but the supply expenditure for 1919-1920 represented a reduction of nearly sixty per tent, on the previous year's total and fer the current year it would show a further reduction o A per stent. on last year. This item amounted : 2783,000.0000 to which must be added 201004190) partly. to cover the extra cost of unemployment and of the agreement with Australia and New Zealand as regards the island of Norden but mainly to provide further wat bonuses for public services. He must allow for applying $165,0MILANO Cut of the surplus of £164,0 l to the reduction of debt in other forms before he could attack the eating debt.

The estimated ions on the Post Office 1 211,000,000 in addition to the increases previously cabled. M: Chamberlain said the proposals in respect of telephone charges would be submitted to a select committee. Rate for postcards and printed papers would be raised after the International Congress fixed the foreign rate but it was likely postcards would be led, and printed paper in proportion.

The petrol tax would be superseded by a license duis on motor vehicles but this would not be enforceable till January. Therefore the existing motor car taxes and motor spirit duty would be continued till December $1. The land value duties would be repealed as unworkable and practically revenueless. Referring to Labourite in- terruptions. Mr. Chamberlair. said Mr. Lloyd Geor cally foxcurred and added that the mineral right duty

would be maintained.

The Gorerament attached great importance to state valuation of all land and buildings. As regards spirits, the profits of the trade were still unreasonabl and therefore the duty would be increased to 726 per proof gallon. It is estimated the increase will yield £24.500.000 yearly. The beer duty would be raised by 30 per barrel. producing 3,090,000 yearly. Both in creases would operate to-morrow. Referring to wins daties Mr. Chamberlain said that only consideration for our Allies, specially France and Portugal, prevented a previous increase but it was impossible owing to the further increase on spirits and beer to leave wine un touched. It is estimated the wine duties will produce 54,100,000-yearly. It is estimated the increased cigar duties will product £500,000 in the current year.

MEN'S WEAR,

BRILLIANT COLOURS

FASHIONABLE,

The fashionable Squidern- r- sorts in Americs, which at this season usually offer many in- [teresting advance fashion tips, forecast a reign of colour in all articles of, wearing apparel this, summer perhaps never approach- ed in this country before. The dress of both the men at Miami and Palm Bearb, and Havana, this season is probably a bril liant as that seen at Monte Carlos in the old daya. It is declared by those who know that the men of America and Western Europe who are sojourning in these. resorts zow are dressing in the isama colourful degree that they Austrian, Russian and Egyptian potentates used to do when they abundantly sprinkled the Riviera. The world is delirious in its riches and its adoptions, changes and innovations are amazing.

It is no unusual sight to see at Miami, for instance, men wearing) pale blue suits of silk or wool, and others in the colour of an orange. White and coloured linen suits are quite popular among the smart set at this rendezvous,

It is noticeable that the majority of the men who are of any importance wear either startling solid coloured shirts of silk or linen with wide law collars, or else ostentations colours in tine! stripes and small conventional figures when the collar and shirt match. Scari- in solid, loud hues, the most vivid stripes and rhecks, and entirely new figured. foulards of taupe and blue and gray, crimson and Black, Mue and primrose are being worn. may also be noticed that these men are wearing silk and wool socks in which two colours are interwoven either in odd weaves, broad stripes. or ismall checks.

At Miami one's attention is at tracted to the flannel and linen suits in which the front line of the jacket from the lower button shows an increasing overlap toward the bottom edge which ends in a decided curve. These jackets are worn by some of the smartest dressed men at this ra

sort.

Same colourcombinations which bave been noticed there and will later be redected elsewhere are these: A sky-blue worsted suit, brown and white linen double fbreasted waistcoat, blue and whitel tie brown and white shoes: tan twill coat. canary linen breeches, tan stockings, white and brown shoes: double breasted white!| linen soit, blue shirt, polta dosj tie, black and white shoes: white silk Tuxerit, low comfortable wing collar and white silk bat,

For some time pas: there havel been unmistakable evidences of

gradual shortening of the sack coat. Particularly bas this innovation been noticed in the jackets of the "dear old things who continually buzz back and forth from London, Al present. and in fact ever since! the visit of the Prince of Wales. this latest move is the styles of men's attire is as conspicuous about the corridors, lobby and dining rooms of the Ritz-Carlton as are the new millionaire's diamonds.

Thirty years ago the young and old bloods about New York very carefully copied, Londoa styles, and one quite frequently saw these men wearing short black jackets and wide striped trousers with the high hat. Acd.

03

places where men off fashion con.regate those same styles may again be seen, for we can find not alone the dear old things from overseas in this [て] of Back drews, but

many of Our bustling men the tendenc to shorten the jacket noticeably and widen the trousers is obvious. This change of mode is al- ready creeping around Broadway, too, for which perhaps the male part of the English stage folk are accountable. The change is so sudden and so radical from saddle, length jackets, close Etting trousers, Letc., that it may be a bit perplexing to the general public.
