It is no use denying, of course, that some disappointment is fell by those who took an active) interest in Mr. Clark's can- didature at the fact that he was. noz returned. Yet, on the other hand, to be able to come within 27 votes of the total secured by 'a well-known públic man, on a pail of close on 400, is nothing to be ashamed of.

All the same, Mr. Clark should have been returned. Aud he would have been, had Kowloon: people done their duty. I have been looking down the Jury List and have been astounded at the number of Kowloon people eligible to vote. Yet Hongkong sym- pathisers included. only 164 people took the trouble to support the Kowloon candidate. It should have been quite easy for Kowloon alone to poll three hundred

votes.

If I though: that hard word- would shame. some of these? Kowloon slackers into evincing an interest in local affairs, I -hould let myself go. But 1 suppose it would be wasted effort. What I would like to say, though, is that the smallness of the voting is a very poor and tardy expression of thanks to the Kowloon Residents' Association, which backed Mr. Clark.

This Association has only been in existence a few months, yet already it has done quite a lot on behalf of Kowly residents and is still hard at work on pressing problems. The officers andommittee men give their their services freely and have nothing to gain excepting partic- ipation in the general better- ment of conditions of living on the peninsula which the Associa tion hopes to bring about. Yet when the public has a chance of racking this body up by sparing | five minutes to register a vote, a mere bandful respond. There's ingratitude for you!

I notice that the Chairman of the Tramway Company Fes- terday made reference to the question of trams for Kow- Toon, saying that the Company is quite prepared to carry out the undertaking. Mr. Johnstone spoke of a previous report that the Government might carry out the project. but said that nothing bad since been heard of the matter. I don't know what sources of information are open to him, but I have heard that the Government is not likely to bother with such a big undertaking.

That some new means of com- munication is needed in Kowloon there is no doubt, but whether
