FRENCH PRECAUTIONS IN GERMANY,

Paris, April A

An official notè isaped in Paris last night states that the military measures which the French Government is, consider ing are solely intended to bring Germany to respect Articles and of the Peace Treaty, which farbid the presence of German troupe in the aune stretching east of the Rhine lož a distance of 30 kilometres. These steps therefore ato purely measures of coercion. It will be remembered that the French "Government proposed to occupy temporarily, as guarantee lac granting permission to the Germans to enter the Ruhr diatrics, the towns of Homburg,, Frankfort, Hanau "and Darm- stadt, Germany ürst declined the offer, then menewed the 'demand for permission to send her troups into the neatral... zuna: but before permission was given and despite France's pterious refusal, German troops began an offensive through the prakabited area against the Ruhr eomunanista. Yestenlay afternoon the German representatives in Paris handed the Franch-Government a new note declaring that the flerman Governmeal troops would not remain long in the neatral zone. Last night M. Millerand received Marshal Foch, with whom he had a long conference, alter which he had a conversation with the Minister of War. The Petit Parisien" states that the military measures previously foreshadowed were at once she cided upon. Competent eircles express the opinion that their execution would meet with no dioulty.. M. Millerand declar- ed to questioners, says the "Matin," that the matter is now in the hands of the soldiers German socialists from the Ruhr han hare, it is understood, asked the French socialists to declare a ceneral strike in the event which seems quite unlikele) of M. Milleran l's consenting to the Reichswehr's re- capging the neutral zone-Havas
