Admiral Sims told the Senate Committee that the Navy Depart- ment was most apprehensive in the summer of 1917 lest the enemy should attempt a battle-cruiser raid against American troopships. Many impracticable plans were suggested to guard against the contingency and the Department requested Japan to despatch al squadron of fast battle-cruisers to the Atlantic to protect American convoys.

THE FOOCHOW INCIDENT.

The Japanese Minister has called on the Vice Minister of Foreign Affairs and declared that the Japanese Consul ia Foochow has been changed, but the Vice Minister still insisted on compliance with the demands made by the people in general meetings, to which the Japanese Minister did not strongly protest. It is believed that the demands will be conceded.

SHANGHAI GAOLBREAK.

Shanghai, March 22.". Two hundred prisoners, mostly serving long terms

of imprisonment, escaped from Tsaoho hin prison, a mile south of the Arsenal, on Sunday night after killing three of the guards. Six of the escaping prisoners were killed. Several were recaptured.

OPIUM SMUGGLING.

Shanghai, March 22. Five Chinese have been sentenced to two years imprisonment each for smuggling $40,000 worth of opium from Singapore on the steamer Handa.

EXTRAORDINARY ROBBERIES IN NEW YORK.
