Following the generally accepted report of an agreement between the Kapp and Ebert Governments, Ebert's deaal has caused great surprise. Evidently the Eben Government. now at Stuttgart, consider their position strong Ebert and Noske bare appealed for support of the imperial territory. Ebert also claims to have safeguarded communication with all parts of the commonwealth. On the other hand the Kapp Govern. ment is taking drastic action in Berlin and has decreed the death penalty for ringleaders of strikes and instituted strike pickets. Noske and Koch (Minister of the Interior) have the Kapp issued a decree prohibiting the circulation of Government proclamations. There have been seriou counters between troops and trowds in Berlin in which many were killed and injured.
