London, March 12 Cot Jel Ward, who was recently attached to the British Military Mission in Siberia, has received a telegram from General Horvath reporting the arrival in Manchuria of 30,000 non-Bolshevists, representing the workmen's division originally formed in South Russia, who have fought their way to safety with the greatest difficulty and gallantry over two thousand miles along the Siberian railway, despite strong opposition. General Hurvath is appealing for food for this force.
AMERICA AND THE LEAGUE.
Washington, March 12.
In the Senate Senator Lodge introduced a substitute re- servation to Article Ten, which he was of opinion did not weaken the original Republican reservation. Several other Republicans declared they preferred the original reservation. M. Thomas declared that if the Treaty became a campaign issue both of the great parties would be split.
Ottawa, March 13. In the House of Commors, the Foreign Secretary, Mr. Rowell, dealing with the American reservation regarding tho League of Nations, emphasised that Canada was one of the original members of the League. There was no question of Canada dropping out of the League. Should the United States persist in the reservations the question of its coming into the League might depend on Canada. Despite the gravity and responsibility Canada could not possibly give her consent, as the reservation struck at the foundation of Canada's national position
