LABOUR PARTY'S POLICY.

Mr. Arthur Henderson, secretary of the Labour Party, has issued a letter on the policy of that Party with respect to the Russian situation. He says

"The country has no knowledge of the military and political situation which has called for the hurried consultation in Paris, which the Ministers responsible | for defence bave attended. The little that is known or guessed inspires extreme uneasiness.

"The collapse of the anti- revolutionary foreès in Russia confronts us with the two specific dangers-(1) intrigue and agita- tion' used as a weapon of wat against us by the Soviets in Turkey. Transcaucasias, ard the Moslem East generally; and (3) a campaign an a much larger scale than hitherto upon the Polish front.

"As to the first of these dangers. the available evidence would seem to show that the best provision against its extensions is peace) with the Soviets.

"Of the economic condition in i Poland liselt much may be guessed from the facts that the Polish mark is now worth less! than a halfpenny and that the expenditure of the Republic is Feight dimes its revetime. Un- femployment in some urban areas of Poland is almost universal, the children are in a state scarce- ly better than that of the "Viennese: over while provinces typhus is racing. "This contingency has prompt. led people every where to ask whether the country is shortly to be confronted by the Goverament with a fait avmpli in the shape of defeated Polish armies, which we shall then he told it is our obligation of honour to rescue. We should thus be involved automatically, without our pre-! vious knowledge or consent in a great continental war, for the purpose

Mr. Henderson concludes by saying that the Labour Party will certainly not regard itself as bound by military and political commitments entered into in secret as part of a general policy! against which it has never failed to protest. If recent indications of national feeling have Ghy meaning. the

same reasons which prompted the country toi support so whole-heartedly a long and bitter war of defence, will cause it to resist to the ut termost. with the Labour Party as its chief mouthpiece. an un- necessary and reckless military adventure musquerading as a war of defence.

A declamation on the evenergic conditions of the world, approved by the Supreme Council on the web lust., states that the Council. after carefully surveying all the asperts ed ilis vitally argent problem, agreed upon the following recom. mendations with a view to an amelioration of the present eccpodne. Hifficulties in Europes

Firstly: That it is of paramount ziportance that peace conditions should be qumpled by postured at the earliest pos sible moment troughost the World. In order to achieve this object it is desirable (a), that peace and normal economic relations should be reestablished as soon as possibly through. out Eastern Europe: (6), that Armies should everywhere be reduced to a peace Buting; (e), that ermament- should be limited to the lowest possible figure, compatible with national security; (dy that the League of Nations should be invited to consider as soon as possible proposals thereanent; and (e), that States created or enlarged as a result of the war should init-xilately re-establish full and friendly co-operation and arrange ancestristed interchange of commodities in order that the exemial unity of European wonomie life shall not Te impaired by the provtion of artificial economic barriers. Secondly: Not only the tiovernment of each country batsil producers shoald immediately attend to the execution of all measures contributing to the full resumption of praceful industry and encouragement of better output by workers, improvement of machinery anu means of transportation and removal of disturbing features such as profiteering.

Thirdly: Each Government should immediately consider means for urgaer on all its nationals the vital necessity of supressing extravagance and redaring expenditure in order to" bridge the gap which must esiet for some years between derand and supply of essential commodities

Fourthly. It is essential to take early steps to secure a detation of credit and currency, (a), by reduction of recurrent Government Expenditure within mits of the Revenue; (h), by imposition of additional taxation necessary thereto; (e). by funding Whort-term obligations by loans subscribed out of the saving the people; and 4d), by inmediate haita tion and gradual curtailment of notes in circulation.

Fifthly: The provision of raw materials being essential te the restoration of industry, means should be found whereby countries at present unable to purchase in the world markets can obtain commercial credits. It would be possible to Achieve this when countries have rande the refonus previously indicated.

Sixthly: The Conference recognises the necessity of the continued co operation of the Allies and removal of obstacles to easy interchange of essential commodities. The Allies will continue to consult together with regard to the provision, and distribution of the necessary raw materials and foodstuffs with a view to an early restoration of normal conditions.

Seventhly: The Conference has carefully paid attention to the rase of the devastated regions, especially North France. The restoration of these regions is of primary im- portance for the re-establishment of the economic equilibrium of Europe and the resumption of normal trade conditions. Evidently large sums of money are required for this, but they cannot be provided out of current Reverite nor can the work of restoration be postponed until reparation from Ger- many has been received. Therefore the Conference recognises that the capital suzas required for this restoration may be properly raised by Market Loans in anticipation of tlie re- paration payments provided for in the Peace Treaty, and the restrictions which they desire to see placed on new borrowing do not apply to loans and credits to meet tllis abnormal, capital expenditure.

Eighthly: The Conference agreed that it is desirable in the interest of both Germany and her creditors that the total reparation payable by her should be fixed soon and it agrees to an extension of the period lor months from the signatore of the Treaty in which Germany is entitled to mäke proposals thereanent. The question of allowing Germany to a foreign loan shall be referred to the Reparations Commission.

AMERICA'S NAVAL AMBITIONS.

London, March 7. A telegram from Washington respecting the reported statement by Sir Eric Geddes that Britain will not attempt to outstrip the United States in battleship construction says that Mr. Daniels, secretary of the Nary, replied that he did not believe the report was official and he pointed out that Britain was encouraging her colonies to build warships. Even if the United States joined the League of Nations she would have a navy equal to any and if she did not joir, she would Lave the greatest navy of all ·

Washington, March 6 Before the House of Representatives Naval Committee, Secretary Daniels recommended that the naval building pro gramme of the next fiscal year be larger than the General Board's proposal "if the Treaty is not ratified by this sessions of Congress." Secretary Daniels's recommendation was that in the event of the Treaty not being ratified the Board's programme regarding the building of capital ships, compris ing two battleships and one battle cruiser, be adopted and he urged the additional construction of twenty light-cruisers and fourteen fotilla leaders.
