JAPAN

The 2nd regular monthly meeting of the Osaka English. Speaking Society, which was held

at the Osaka Central Public Hall on the evening of the 10th instant, proved a great success. The com- pany present participated mosten- thusiastically in the debate on the; question: "Should Japan adopt the universal suffrage system ?" The meeting was presided over by Mr. J. P. Suzuki, Mr. P. L. Smith, the President of the Society, being absent.

By way of formally presenting the subject under discussion, Mr. Suzuki stated that Universal Suffrage is a loose term as it is variously interpreted by its exponents, but in the generally accepted sense of the phrase it means the political right or act - f voting granted to all male citizens who are of age and are not incapacitated in any way, whether mentally or morally, for its proper exercise. After giving this definition, he said: "It seems to me that during the last few months much intensity has been added
