STRANDED BRITISH OFFICERS.

London, Feb. 21.

In the House of Commons Mr. Dennis Herbert called attention to, the fact that nearly one hundred British officers of the Labour Corps in Siberia were stranded in Changhai- owing to inability to obtain passages until October and owing to their pay arrangements were in a position which was cf serious detriment to British prestige in China. He asked

the War Office to arrange for their removal to military quar- ters in Hongkong and to make them advances of money. (Cheers)

Sir Archibald Williamson replied that this was the first intimation the War Ofe had received of this matter and promised to enquire immediately and see what could be done.

FIVE MILLIONS FOR CHINA.

Londoa. Feb. 23.

The Times ears that negotiations are proceeding. satisfactorily in New York for raising a fre million sterling loan for China by the Four Power Consortium and it is con- sidered likely that the issue may be made in about a month, In view of the keen demand for capital in Britain and France it has been arranged that the loan be issued in the United States and the French portion in Japan. The terms of the loan have not yet been decided but obviously the rate of interest must be approximate to the present yield of Chinese loans, namely about eight her cent.
