PRESIDENT. WILSON APPROVES RESERVATIONS.

Washington, February 8. President Wilson has written to Senator Hitchcock approving his reservation, which declares that the United States will not employ an economic boycott or use its armed forces to preserve the territorial integrity of any country except with the sanction of Congress.

The letter says that, while adhering to the substance of Sentor Hitchcock's reservation, he consblers its form very unfortunate and likely to chill the relationship of the United States with the Associated Powers.

President Wilson says he has never seen the slightest" reason i to doubt the Allies" good faith or to fear that any nation might seek to enlarge the "American obligations under the Covenant of the League of Nations. He declares that he saw no objectionto a frank statement that the United States can accept a mandate only upon! the direct authority of Congress.

After heating President Wilson's letter, a conference of De- mocratic Senators decided to help to bring the Treaty to the Senate and to work for a reservation compromise.
