The striking photo above, received from Germany, shows one of the ways in which Germany was said to be erading the peace treaty terms. Lader the treaty the Germans were allowed an army of less than 200,000 men but by calling many of her military organizations public service police, volunteers, citizen guards, etc., they bad a force of over 400,000, it is said. Gen. Von Eberhardt, who has been leading the German army in Lithuania, has been placed in charge of the new German home forces.
