MONEYLENDERS' EXTOR. TIONS IN THE EAST END.

Formed some 20 years ago with the object of counteracting the unscrupulous activities of money- lenders among the Bermondsey peor, the Dockhead Loan and Investment Society reports an- other useful year's work. There is now a membership of over 1,000, and an annual turnover of £8,000. This year's share-out amounted to about £5,000.

The Rev. H. Byrne, trustee and treasurer of the society, in an interview recently, mentioned some glaring examples of the extortionate methods of the money-leaders in the riverside district. I have known cases where interest at the rate of over 700 per cent. per year was squeez ed uut of the wives of the hard- working casual labourers at the waterside," he said, "and in- variably the original amount advanced by these usurers is only a few shillings. A penny in the shilling per week is the usual rate of interest, but as much as three shillings in the pound per week has been charg-" ed. One sad case concerned a poor woman who got into the clutches of these sharks and dropped behind in her payments. Threatened with exposure, the wonian in sheer desperation threw herself into the Thames. She was literally scared out of her wits lest that her husband should get to know that she had borrowed the money, and so she' chose suicide to put an end to her anxieties."

Father Byrne explained that these money-lenders generally carried on their work through women touts, who "usually get to know when a woman is in temperary difficulties, and they worm their way into the home and suggest a small loan with- out the old man knowing ang- thing of the deal." COMMERICAL AVIATION,

London, Jan. 20.

It is understood that prominent aviation firms are combining to establish a system of air liners to America and possibly to South Africa. The scheme has been discussed ever since Major General Seely called a meet- ing of aircraft firms to consider the potentialities of com- mercial aviation. Since then pourparlers have taken place between such firms as Vickers, Armstrong-Whit- worth's, Beardmore's and Short's with a view to purchasing existing Government airships and building others to first run a service to Scandinavia and therafter more afield. It is proposed to build and acquire ships of 3,500,000 cubic feet, with a cruising reding of 4,500 miles, capable of carrying a cargo of fifteen tons. Gov- ernment ships are not adapted for passenger traffic. Therefore considerable time, must elapse before the scheme can fructify. Much experimental work is neces- sary in order to discover the most suitable types of machine. Expert circles doubt if ships of the above- mentioned dimensions will be sufficiently profitable and suggest ships of 10,000,000 cubic feet.

London, Jan. 31. Regulations are published in the Daily Express for an aircraft flight from Britain to India and back for a prize of ten thousand sterling, the entrants to carry a cargo of twelve hundred pounds. Dates are fixed be- tween 1st May and 31st October and the time allowed is, 288 hours for either journey.

BRITISH TERRITORIALS,

London, Jan. 30. Mr. Churchill, replying to a deputation of representa- tives of County Associations, sfated that the total war "establishment of the Territorial Army would be 345,000, but it was proposed firstly to recruit only up to sixty per cent, of the minimum in lispensable to the effective train- ing of recruits. Mr. Churchill said the army would be divided into two branches, the Regular Army and the Territorial Army, both complete and self-contained. The Territorials would enlist voluntarily for three years for trained, men and four years for others. The training would be the same as before the war with additional facilities for courses of instruction. The commanders would be chosen from those who had commanded a battalion in the field with distinction. The purpose of the Territorial Army would be Imperial defence including our responsibility to defend France and Belgium if wrongfully attacked. It would be ready in a supreme emergency to defend against aggression whether on the Rhine or in India.

TREATY OF LONDON.

Paris, Jan. 29, The Yugo-Slav reply to the Allies' ultimatum of 21st Jan. says they cannot understand how the Treaty of London, to which Yugo-Slavia was not a party and which was never communicated to it, could be applied to Yugo- Slaria failing immediate acceptance of the proposals. The Yuge-Slav Government cannot accept the proposals entirely and asks permission to submit modifications necessary to assure peace in the Adriatic. It points out that the proposals do not guarantee Italian evacuation of Flume and Zara when they are created independent States and it concludes by expressing willingness to settle the difficulties in a conciliatory spirit.

THE EX-OFFICERS' LOT.

London, Jan. 30.

An Officers' Association with the object of bettering the lot of ex-Officers has been formally inaugurated at the Mansion House under the joint Presidency of Mershal Lord Haig, Admiral Lord Beatty and General Trenchard, Lord Haig said there were 20,000 ex-officers un- employed and 33,000 disabled with an average pension of only £70 sterling. He appealed for half a million sterling to assist the work of the Association.

SINN FEIN LORD MAYORS.

London, Jan. 30.

The Sinn Fein flag was hoisted for the first time at Dublin City Hall on the occasion of the election of Mr. Tom Kelly, a Sinn Feiner now imprisoned, as Lord Mayor. Cork and Waterfood also elected Sinn Fein Lord Mayors and hoisted Republican flags at the City Halls.

London, Jan. 31.

The military have arrested seventeen prominent Sinn Feiners at Dublin, mostly members of the new Corporation. It is apparently the sequel to the defiant flying of the Sinn Fein flag at the City Hall,

THE INFLUENZA OUTBREAK.

London, Jan. 24. There has been a serious outbreak of infuenza among the soldiers in Aldershot camp, which is spreading in the town. A Paris doctor asserts that both influenza and the new disease lethargie encephalitis, resembling. sleeping sickness, are curable by injection of serum. He declared the former is a plague attacking the pulmonary region and the latter a plague attacking the nervous centres. Meanwhile experts are pointing out that the influenza germ has reappeared all over the world more. over 3 new wave is about due. The authorities are widely urging everyone to take precautionary measures, The Ministry of Health is distributing gratis induenza vaccine.:
