STANDARD UNIEORM, The national standard uniform for the merchant service is now being generally worn, and the Imperial Merchant Service Guild, who through their Parliamentary Committee were so largely ins rumental in bringing it about, are requesting their members to wear this uniform and no other in the course of their duties. On Sir Eric Geddes assuming the position of Minister of Transport.. the Guild suggested to him that it would be both appropriate and advisable that the Mistry should cause an instruction to be male to the effect that all officers of railway-owned vessels should wear the new standard uniform. The Guild have now received a reply to the effect that so far as the Minister of Transport is concerned in the case of officers of railway, vessels it, will be quite permissible that they should wear the new standard unifom.

Five of the ships flying the flag of the Inter- national Marcantile Marine, are being changed so that they may employ off for fuel. There are two of the American Line fleet--: the Kroonland and Finland and three of the Atlantic Transport Leet the Manchuria. Mongolia, and Minnesota. Messrs. Furness. Withy and Co. is having the old Bermudian completely ctez- hauled, and is converting the newly purhased Wallactra into | SWATOW & SINGAPORE...Chinhua an oil burner also. UNITED STATES LOAD
LINE BILL. The rapid building up of the United States Mercantile Marine has evidently created the idea in shipping circles that the time has arrived when it is necessary to establish a load-line with a view to the prevention of the over-loading of their vessels, and with the possible serious loss of life and property. The National House of Representatives has passed a bili reported by Judge Alexander from the Committee on the Merchant Marine, and Fisheries, to establish load lines for sea-going merchant vessels of 500 tons gross register and over in the foreign trade, and for vessels in the coastwise trade
whenever the Secretary of Com-
merce may find it necessary. From the Senate Committee on Com- merce a similar bill has made its appearance, so that there is a practical "certainty of the enact- ment of a comprehensive load-line law at the present session of Con- zress. There are other reasons for the necessity of a load-line then the protection of life and property, and one is to safeguard against the unscrupulous owners who will enter into unfair competition by overloading their vessels to swell the earnings of their own vessels. Marine underwritera will be great- ly interested in the passing of this bill, as it will materially assist in facilitating their transactions. It is to be stipulated that if any foreign Government refuses to recognise the load-lines establish- ed by this Act, then by way of reprisal, the load-line, marks of vessels flying the flag of that Government will not be recognised. in ports of the United States.
