THE LAW'S DELAYS IN CHINA.
SCANDALOUS STORY OF A LAWSUIT.
Peking. Dec. 30-It is an- fortunate for China that, at а time when she is anxious to prove to the world that a real effort is being made to bring the administration of justice in this country into accord with the more humane and enlightened ideas of Western nations, there should occur undue delays in the reform- ed judicial procedure already in operation. of this tardy justice as shown in the following facts: On January 11, 1918, the Company filed with the magistrate of Wusih distict, through the office of the Special" Commissioner for Foreign Affairs at Shanghai, a suit against the Chung Hsing Shop and others. Nine months later, on September 7. the Wusih magistrate gare judgement for the plaintiff com- pany for the full amount claimed. On January 13, 1919, as the judgement had not been enforced, the American Consulate-General in Shanghai wrote to the Special Commissioner for Foreign Affairs a: Shanghai, asking for the enforcement of the judgeraent. The Commissioner replied that the records of the case had been sent by the magistrate's court at Wusih to the procurator of Kinangsu Repeated requests by the Consulate-General for the return of the records to the magistrate's court proved fruitless.

Five months thereafter, on May 26, 1919, the higher court at Kiangsu informed the magistrate a: Wusih that the case had been appealed to the supreme court and that the records had been forwarded to that court.
On September 23, the Ministry for Foreign Affairs was asked by the American Legation, in ac- cordance with the law of China and the treaties between China and Foreign Powers, that the re- cords which had been irregularly sent to the procurator's court and thence to the Supreme Court be returned to the magistrate's court a: Wusih. The Legation pointed out that the Ministry for Foreign Affairs had itself declared that the only appeal from a decision of the Mixed Court in which à- foreigner was plaintiff and Chin- ese defendant was to the Special Commissioner for Foreign Affairs. In spite of the evident violation of the Chinese regulations them. selves, and additionally in spite of the fact that the judgement had even then been irregularly maintained by the procurator's court and the Supreme Court, the defendant was able to secure & mandamus calling for a review of the case and the procurator's court again took it up, and it is still in the hands of the pro- curator's court.-N. SIR WOODMAN BURBIDGE TELLS OF HARRODS' SUCCESS.
Sir Woodman Burbidge, man- aging director of Harrods' Stores, has just returned from a tour of South America in a highly optimistic frame of mind.
"British goods and British com. mercial methods have got an ex- cellent reputation out there," he said to a DailyChronicle represent- ative recently, and there is a wonderful field for British enter- prise in practically every direct- ion."
Sir Woodman has always been a great believer in the possibilities of trading in South America. Six years ago be put his convictions to the test by establising in Buenos Ayres, at the cost of £5,000,000, a huge departmental store. The venture has proved so successful that the premises are to be greatly extended.

Professor Zeidler, President of the aussian Red Cross who has investigated the condition of Petrograd declared that owing to want of fuel, the capital is becoming a desert and territe famine reigns in the city. If the unfortunate popula- tion were not already accustomed to feed on what people in normal circumstances would never eat, the ingebitants would literally be foodiess. The water supply is stopped owing to shortage of fuel and the inhabitants draw water from the Nera or from canals. Epidemics are widespread including, spotted typhus, and Spanish influenza, with various complications. There are no mediemes whatever and only four hospitals are opea. The authorities are powerless to guard, the public. Gangs of robbers parade the deserted quarters in the city. "The only hope of the wretched inhabitants," says the pro- fessor, "is that death may put an end to their sufferings. They no longer resist the violence of Bolsheviks nor blame other nations for not saving them from their torments. They cherish no more hopes of being saved and put no more hope in what Spring may bring, but wait only for death to deliver. them."

The Railwaymen's Conference has decided to reject totally

The railway conference continues to sit until an answer It is understood the delegates rejected the sliding scale and demand that the highest rate of pay of each grade plas 30 weekly bonus be made the standard wage. They also demand payment of all back wages or this basis from August 8 last.

THE GERMAN TERMS.
London, Jan. 9.
The ratification of the Peace Treaty of Jan. 10, and the resumption the following day, namely, Sunday, of diplomatic relations with Germany gives special point to the following time limits which the Allies imposed upon Germany, camely, in ten days Germany must evacuate Schleswig. In fifteen days she must evacuate Western Prussia. In one month she must hand over the Germans charged with war crimes. In two worths she must dismantle the fortifications in Western Germany. In three months she must reduce her Army to 200,000. In six months she must reduce the fleet to the stipulated maximum strength. All the above dates are to be reckoned from the date of the actual exchange of ratifea-
tions.

SITUATION IN BULGARIA.
London, Jan. 8. Authoritative British sources at Sofia discredit the recent alarmist reporte on the position of Bolgaría, emanating from foreign and often hostile sources, and gaining greater currency. owing to Bulgaria recently being cut off from communication with the West. It appears. there has been some trouble arising from a railway strike but the position generally is stible, particularly as far as the Army is concerned.
