Shanghai, January 11. The Chinese have delivered an ultimatum of a general strike on Monday.. In a communication delivered to the Secretary of the Municipal Council this morning, they demand the immediate appointment of an Advisory Board. The Council has issued an official statement in which it says it will refuse to negotiate with such a threat hanging over the head of Shanghai." Nineteen shopkeepers have been summizoned to appear before the Mixed Court on Monday for their refusal to pay taxes. The Foreign Envoy has urged the Chinese not to use violence. The Police, Volunteers. and "Specials" are standing by prepared for eventualities. situation is critical but arbitration is possible.
