Paris, December. 31. French papers state that the question of the future of, Constan- tinople and the Dardanelles has been settled in principle. It appears certain that Constantinople will be removed to Asia Minor, either to Brussa OF Konia. This decision means putting into execution the programine drawn up by the Allies in January, 1917, which provided for the expulsion of the Turks from Europe. The details of the International control to be applied to Con- stantinople have not yet been settled.-Harus.
