"Who won the war?" is the question with which Sir Frederick Maurice opens his new book, "The Last Four Months." And his answer is in effect." All ̈ ̈òf ne." He follows this up with the question: "Who brought about
unity of command **" And his snswer is Ludendorff. Apart from Ludendorf, however, he thinks that the three great influences that made Foch generalissimo were M. Clemenceau, Lord Milner, and rather a surprise- | Sir Douglas Haig.
His book is a brief epic in which Foch is the here, and Haig -well, Haig is the hero, too. It [is an account of the fighting on the Western front during those last miraculous months that began in disaster and ended in triumph. General Maurice to some extent blames Mr. Lloyd George for the disaster. He praises Mr. Lloyd George for bis courage and energy on many critical occasions. But he holds that he was, sincerely convinced that the barrier in the West was impenetrable alike by us or by the Germans," and that this was why he failed to send men to fill the depleted ranks in France and so prepared the way for the disaster to the Fifth Army. If General Gough needed further, vindication of the part he played in those terrible days, be gets it in General Maurice's pages.
Foch, however, as I have said, is the hero of the epic. He is. sure to live in history as A demigod in a legend. How emi- nent and aloof be stands i He did not communicate his plans even to the Allied statesmen Bi Versailles, as the Germans got ready for their last blow. One- of them asked him point-blank. 'But, General, if the Germans do make their great attack, what is your plan ? The British Government. at home were so doubtful of the success of an attack on the Sieg- fried system that they would not. support it, and even Foch would not take the responsibility off ordering it. Haig staked his future on the battle, and the Wer Cabinet was so incredulous of the wisdom that they could not for! some time believe in or congratu- late Haig on his victory.

His book is clear, authoritative, and intimate survey: of the most amazing months through which modern men have lived.

London, Bec. 19.
The Prince of Wales, proceeding to the Mansion Hoars for lunches with the Lord Mayor, war the recipient of s further ovation from the citizens in the streets. The health of the Prince was proposed by Mr. Lloyd George, who em phasised that the Throne united the varying laws, languages, institutions and peoples of the Empire. The Empire had s multitude of races owing common loyalty to the Throne which was displayed, conspicuously in time of peril. He affirmed that the Prince's visit to Canada and other Dominions would act like a tonic in powerful invigorating effect. The Prince, responding, delivered a remarkable utterance, frequently punctuated by cheers
The Prince of Wales, describing his tour, said that nothing appealed to him more than the large number of ex-service men who greeted him everywhere, often coming long distances and many of whom had been badly wounded. He could not speak foo strongly of the great debt the Empire owed to the soldiers and sailors who fought in the war. 'He wanted all T-service men in every part of the Empire to remember him is an old comrade in arma and to look upon him in the- fature as a comrade in spirit. (Cheers). He had returned with a much clearer idea of what was meant by the British Empire, of what more appropriately was called the British Commonwealth. Britishers had long left the Grecian and Roman idea of Empire behind. Now something far grander wan implied by this partnership of free nations-(Cheers)-living under the same system of laws, pursuing the same democratic sims and actuated by the same humen ideals, “and it is the younger nations of Canada, Australia, New Zealand. South Afries and India who are now universally recognised, a3 nations by the fact that they are signatories to Pesce Treaties which they fought an magnificently to secure." (Cheers). The Prince of Wales paid a tribute to the part India had played in the war. He looked forward to visiting that wonderful euntry. The position in the self-governing Dominions was different. They were inhabited by highly advanced democracies who had made new civilisations out of wilder- *Case*.

The new Chamber of Deputies, having completed the work or validating the elections, elected as President, without opposition, M. Deschanel, by 478 votes, A lively contest took place for the vice-presidencies, Raoul Peret, Arago Minister of Finance submitted the financial programme, 1omprising the first vote of additional credit for the fiscal rear 1919, of Francs 1,072,000,000 and a second provisional' credit applicable to the first three months of 1920. The chief increases in the national expenditures are for pensions, rail. way repair and renewal, increase of salaries, and reconstruc- tion of the liberated regions. A note issued in Paris states that the period of grace allowed to French citizens who were mobilised for payment of debts has been further extended by 50 day pending legislation Havaia
FRENCH AIRCRAFT EXHIBITION.
Paris, Dec. 19
The greatest exhibition of aircraft ever held was opened. at the Grand-Falais, Paris, by M., Poincare. The total number of exhibits is about 40 and over 90 per cent. of the machines shown are Erenci, incuding a Bleriot Mammoth, capable of earrsing 25 passengers, end & Caudron biplane, fully loaded oil petrol, with room for 18 passengers.
