The most rupertant recommendation is one to em- power local authorities to issue short teng, 3 per cent. local bonds The report declares that the effect on the country's credit would be most serious if the State. which is already confronted with exceptional demands, entered the market for the purpose of financing the whole housing schepas. SMELLING AS SWEET.
One of the ubiquitous correspon- dents of the Daily Chronicle, who lose ne time in tracking such things, has just been pointing out the increased use of scent by men. reaching the conclusion that it is a reaction after the war. It may be among a certain class, but the plain, honest people who did an ordinary job of fighting with about the. seme nonchalance do anything as they would else has "not, thank goodness, shown the desire or necessity for creating such an atmosphere. All the same, says the N. G. D. C.. the use of scent among men is in- creasing, and in China as else- where. The Chinese women seem to use it little, or if they do, it is done with a suficient amount of delicary so as not to make a nuis- ance of themselves, but unhappily the same kind thought does not apply to all the men. One day not so long ago a young Chinese swell walked down Nanking Road, an absolute advertisement for W. J. Locke's." Morals of Marcus Or deyne." At any rate, if he was not exactly an advertisement for it, the profusion of perfume he had used called to mind the do- lightful heroine of Sir Marcus's life who at an early period in ber civilized history performed an equally heroic feat. Of course, he was very much an exception, but be it noted that the popular make of hair glue at the moment is ons of much scent, with a good deal of the chemist's shop about it tor.
