The most important Kowloon development since my last notes apeared has been the completion of the preliminary arrangements for the formation of the proposed Kowloon Residents' Association. Nothing like a complete canvass

has been made of persons who will be eligible for membership: nevertheless, well over a hundred names of those who sympathise with the movement have been secured. Big oaks from little acorns grow, and it does not re- quire much imagination to foresee the valuable services which such a body as this will be able to perform.

The story of how a steamer that left Shanghai for Marseilles has had to put into Hongkong for repairs has come to our notice to-day.

A representative of the Hong Jang Telegraph called on the agents concerned and was given the following facts:-

The Bansei Maru No. 5 left Shanghai a few days ago intend- ing to make a straight run, ex- cepting coaling calls en route, to Marseilles. When off Amoy she encountered rather hearF and Jost her rudder. Hongkong was at once commun.. icated with and the Agents here secured the assistance of one of the large tugs at Taikoo, which was sent out to tow the vessel into Port. The ship is expected in Hongkong some time to-day, and will be taken to the Kowloon Wharves, where all her cargo will be unloaded and stored whilst the ship is being dry docked at Taikoo to have a new rudder fifted.

It is expected that the repair work will take about two weeks, and the vessel will then re-load and continue her journey.
