FORWARD MOVE NEEDED

IN EDUCATION.

Mrs. Oliver Strachey, writes to the Daily Chrouide:-

Several things have happened to the educational systems and institutions of this country within the last generation, with the result that a curious transition period has set in. One of the things that has happened has been the in- clusion of women. And this inclusion, which has been almost dramatic in its suddenness, has itself led to other modifications which in their turn have reacted back, until the whole fabric of our classical education seems likely to totter upon its base..

The lecturer said that "Spoken English" was the branch of the subject with which he intend- ed to deal. WAR GUILT.

London, Nov. 29.

Thr "Times" as published extracts from Germac official deatnents, examined at the Wilhelmstrasse by Kautsky, the Giermah Socialist writer, dealing particularly with the responsibility for the war. The extracts, which are published in diary forg, reveal in most conclusive fashion. that Austria had the unconditional support of Gennary in forcing the war against Servis in July 1914. Extracts from ambassadorial despatches are published with the ex-Kaiser's marginal notes. A typical Comment is made to M. Tschirsky 1/1 a despatch of al: June.

This is unheard of Serbia is a pack of brigands who must be brought in book for their, crimes.” The extracts proceed to describe the subsequent kaleidoscopic events in close detail and depict the ex-Kaiser's fury on realising the possibility that England was unable to stand aside. The ex-Kaiser describes Grey as Archibase and Mephistophelian but truly English."

THE SCAPA FLOW SINKINGS.

Berlin, Nov. 29. Germany Las sent a memorandum to the Peace Cus ference blaming the Allies for the Scapa siakings, as the warships, contrary to the armistice terms, were not interned in neutral but in British ports. It contends that Admira! Reuter was cut off from intercourse with the homeland and was bound to assume that the armistice ended on 21st. Junc, when he ordered the sinkings in accordance with seamen's asage. Admiral Reuter was withdrawn from the German Government's authority, and the latter therefore accepts no -responsibility for his acts. But in order to prevent dispute delaying the Peace Treaty having effect," which is urgently desired by Germany, it is proposed that the affair be sub mitted to a permanent Court of Arbitration at the Hague'

A DOG STORY.

An extraordinary story of the recovery of a dog four months after it had been reported killed has just been related to the French police at Shanghai. The owner of the animal in question last June sent two dogs to a Japanese veterinary surgeon for treatment. Towards the end of that month he received a letter from the vet. to the effect that one dog had already, died, and that as the other was past treat ment he had killed it by an in- jection. The owner paid the bill and mourned the loss of his dogs. A few days ago he went to Wasih, and there saw one of his dogs in the company of a Japan960. There was no question of mis- taken identity, for no sooner had. the man appeared on the scene, than the dog rushed to him, dis- playing signs of profuse affection. Needless to say he at once took possession of his

long lost property,
