No serious fault is apparent in the new set of rules issued by the Billiards Association and Control Clab the rather cumbersome title by which the new amalga- mated bodies will in future be koown. Still, in reading the laws through, one cannot help feeling that the cods has been drawn up for the purpose of governing championship and other Pro: fessional matches rather than with any special regard for the amateurs who in clubs, hotels, and private houses play friendly games by the thousand. This ideed is evident from the frequent references to the referee and his duties. To all objections of this kind the obvious answer is that only in public matches, or in club end hotel handicaps, is any strict control needed. Two men playing a hundred up after dinner are not punctilious as to roles. When the new code be- comes generally circulated, how- ever, all players will endeavour to conform to the various provi- sions. The being so, two points seem open to criticism-the questions of the spot stroke and the safety miss.
When, years ago, the Billiard Association ruled that only two spot strokes should be made in succession, a stroke dependent on pure skill was in very arbitrary fashion-banished from the game. Because a few professionals of the highest skill could score a thousand off the balls by means of the spot stroke the modest amateur was restricted to six points. The Billiards Control Club aaver attempted to restore the stroke to the professional game, but decreed that spot stroke play could, if the players agreed, be ar- ranged for by suspending a provisą of the rule dealing with the red ball In the laws now issued not a word is to be found as to this freedom of action. All players, professionals and amateurs alike,. have now become so accustomed to do without the spot stroke that no grievance erists, but the fact remains that when the Billiard Association took action the many were sacrificed to the few.

The safety miss is 20other watter altogether. There was no restriction in the Billiard Association rules. and things went on without friction trouble of any kind till in a parti culer match-Inman and Reece- from sheer perversity carried safety play beyond all reasonable limits. If one remembers rightly, they gave in succession about 40 or 50 misses each. This natural- ly led to a lot of discussion, and before long Mr. Rimington- Wilson came out with an amend- ed set of rules that got rid of the safety miss altogether.")
After due trial this system was found to be too drastic, and as a modification the Billiards Con- trol Club adopted a rule that a player could not give two misses in successive innings unless he or his opponent scored after the first miss or a double baulk ocpurred. This is the rule that stands in the new code. It answers very well in professional: matches, and in all cases where the players are of equal strength, but it is open
to one grave objection. In handicaps, and in all games in which a start is given, it places the less-skilled player at an obvious disadvantage. A second miss not being permitt ad, the receiver of a long start- perhaps little better than a novice must from asafe position aither play en to the red or on to his opponent's ball In such circum- stances what chence can he have against a scratch man? To the average player the old latitude as to safety misses was clearly fairer than the present rule.
In one respect the new code is admirable. Following closely the. rules of the Billiards Control. Club, a list of foul strokes is set cut and an alternative penalty provided. One point, however, seems to have escaped notice. It is laid down in explicit terms that when a player has reached the prescribed limit of 25 ball to ball cannons the 26th cannon is
a foul, but one is left to infer that
a third spot stroke, inadvertently mad, is also a foul."
