Paris, October 10.

After an important, discussion the Chamber of Deputies today decided to authorise the publica. tion of the debates of the secret committees which held meetings between 1914 and 1918, The domand for publication has arisen as a result of an extensive cam- paign carried on by a section of the Press, which has criticised the Governments which preceded that of M. Clemenceau in the conduct of the war.

Mr. Painleve, ex-Premier and ex-Minister of War, had an opportunity, for the first time, of raising the veil that has surround- ed the events connected with the offensive of April, 1917, which it was intended should have such magnificent results, but which ended in such a dramatic failure. The reactionary Press has accus- ed M. Paialeve of having been the cause of this failure, by prematurely stopping the offen- sive, as the result of representa- tions by a few politicians, who were horrified by the terrible fighting.

Referring to those accusations, M. Painleve said that, for patriotic reasons, he bad remained silent for two years, but the hour had come when it was possible for him to speak. He would reply to two questions upot which up to the present no exact reply had been given, namely: Was there any political inter- vention in the stopping of the offensive of April 16, 1917?" What were exactly the French]. losses ?"

M. Painleve explained the plan of the offensive, which unfor tunately collapsed before the German machine-guns, of which the enemy had an immense num- ber. Further, the German Com- mend knew the plan of campaign of the Fifth Army as early es April 4. having found it in a French officer who was taken prisoner. The French G.H.Q. were aware that the plan

of the offensive was known to the Germans, but the French Govern- ment were ignorant of the fact. The advance was about 500

M. Painleve then went on to read letters written by General Micheler, in which he said the offensive had failed.

Coming to the second question, the ex-Premier said the Govern- inent had been accused of know- ingly exaggerating the losses. Unhappily. 34,000 were killed in the first ten days of the offensive, and not 15.000, as bad been stat- ed. The Central News version adds: "and 30,000 were wound- ed." The origin of the story of exaggeration was to be found in an official document signed by General Nivelle.

M. Painleve then gave detaile of the recall of General Nivelle following the failure offensive, and it was then, he of his said, that the whole cuestion.of the command was brought up. He gave credit to M. Briand and and Mr. Lloyd George for their efforts in instituting the unity of command.

At this point M. Briand -rose and said: All the operations of the spring of 1917 were decided upon. by General Headquarters, under the direction of General' Nivelle, and in pursuance of the policy of united action on a united front. All the headquarters stoffs were represented. Thanks to this co-operation, the Allies took the offensive at the end of 1916. and obtained successes everywhere. In the spring the offensive wasto be general. It was decided that on the French front there should be a unity of command for the duration of the operations, and, on the authority of the two Governments, Géneral Nivelle took the command of the French and British Armies in January 1917. I decided at Rome on unity of command for the troops at M. Briand'e intervention in the debate produced a great sensation. Exchange.
