TO KEEP TRAFFIC MOVING.
SCHEME TO CLEAR CON- GESTED WAREHOUSES.
Enormous congestions have resulted at the docks of London, Hull. Liverpool, Southampton, and Glasgow, and the Daily Chronicle understands that A State of permanent service Transport is being considered on a large scale to relieve the ports. have The Transport- Workers offered to find the labour.
These services will be auxilary. and under the Ministry of Tran- sport. They are considering the takingover of the Inland Transport! Department of the Ministry of Munitions. Nearly 1,000 vehicles are controlled by this depart- meat, which were originally

A visit to the Royal Albert Dock impresses one, with the im- mensity of the problem which has
tackled and with the. to be urgent need for increased lorry transport.
Down the main broadway of great warehouses, lined with electric derricks and cranes swinging three-ton loads of food in the air from ship to conveyer, from conveyer to escalater, and thence to the never ceasing lifts" that lower perishable goods into the biggest refrigerat- ing rooms in the world, one gets a glimpse of what the hunger of London's seren millions
means.
Outside there were a score of big vessels disgorging their wares fro: the argosy of Dominions beyond the seas, and the mechanical arms kept fling the holds, which will store 1,500,000 carcases.
But what are these among so many!
A few figures may help to ex- press the situation. They are for the Albert Docks alone. There were 9,000 tons of wool-moun- tains of hairs-24,000 tons ... i tobacco, 9.000 tons of meat (beef, mutton and offail. 8,000 tons at corn, 2,200 tons of fibre. 7.000 tons of pulse, &c., 4.000 tons of canned goods, 900 tons of our in all, 75,000 tons, as against normal pre-war average of 45,000
tons.
And the amazing fact which stands out is that for the internal work of the port-there were only 12 lot from the Government
in use.
Everywhere the mood for the rapid fruition of the new transport scheme is made apparent, and the present system of barges, tractor. steam lorries, and private vehicles drawing from stores is in many instances highly wasteful. Every day there are private lorries coming from long distances--such as Cardiff. Birmingham, Bristol, Margalakaug stuff away, and this has been going on for months.
Some 23,000 motors are now carrying on food distribution all over the country, and the suggest- 10 that the Government should run everything it can get hold of as a supplementary service is supported by the offer of a labour supply from the Transport Workers' Federation. a cn- Dunced yesterday by Mr. E. Bevin, of the Dock. Wharf, and Riverside Workers' Union..

on.
A system of Transport Con- trollers" might be appointed in selected centres, each supervising for the metropolitan area, about a square mile. These officials should be advised constantly as to what goods are being delivered in the àrea for which they are respon- xible, and usera of conveyances in that area should apply to them for whatever transport they want, and, as the conveyances discharge within that area, the Controllers would direct the point to where they should apply to load.
The empty return" is thus avoided.
In short, let swift, strong motors do for the London of 1920 what the lumbering carriers' carts did "for the countryside in 1820.
GERMAN PRISONERS IN JAPAN,
The German prisoners of war interned in Japan were to have been released when the Treaty of Peace came into operation on November 11. The Swiss Minis- ter in Japan will be in charge of arrangements for repatriation. Five hundred of them desire to remain in Japan and have asked for employment. In the meantime the Japanese authorities are won- dering whether they will ever receive a refund of the Y.7,000,- .000 they have spent on these German prisoners during the

The efficiency of the engine is greatly in- creased by the freedom of the combustion chamber frum pockets, the location of the valve in the head of the cylinder eliminating these unnecessary sources of waste.
The full force of the explosion is against the cylinder head, where it should be. The resultant saving of fuel lowers the cost of operation.

ENGLAND ALL RIGHT,
FATHER BERNARD VAUGHAN'S OPTIMISM.
At Brighton, recently, Father Bercard Vaughan sounded an optimistic note in a speech at a local garden party. In his eyes the future is rosy enough.
There was, he said, no need for Englishmen to be alarmed about their great and glorious Empire. There were splendid vistas open- ing up before them. It could never be down and out, no matter what note
some al- armists might be striking, for it had an extraordinary fature before it. An Empire which could come out on top in a world war, which could rally 7,000,000 sons and daughters to defend the flag, which could rule and command the seas, which could finance the whole world and could provide for the neces- sities of 45,000,000 at home and
