A Washington message states that the following is the text of the Shantung reservation adopted by the Senate: "The United States withholds its assent to Articles 156, 157 and 158 and reserves to itself full liberty of action in respect to any controversy which may arise under the said Articles between the Republic of China and the Empire of Jspan.”
