COLONIAL GOVERNORSHIPS,
London, Nov. 12L In the House of Commons, Mr. Stewart drew attention to the recent appointment of a senior official of the Home Civil Service to a first class colonial Governorship. Capt. Amery replied that colonial Governorships had always been open to other, services besides the Colonial Service, and any attempt to narrow the field of selection would be open to serious objection in the interests of efficiency of the public service. He entirely agreed there would be many advantages in establishing a system of interchange between the Home and Colonial Services. The possibility of that had often been considered, but the difficulties were very great.

In a letter to the "Times," Mr. J. R. Innes, ex-Judge of the Supreme Court of the Malay States, referring to the remark of a correspondent' in the Times" with regard to Mesopotamia that "the modern Englishman has come to realise that the colonies wherein whites cannot permanently are a great responsibility but not a great asset to the Empire" cites the Malay States as an example of a country under British administration which is a very great asset of the Empire although whites cannot settle and bring up families therein.
CHINA ASSOCIATION ANNUAL DINNER.
London, Nov. 12
The annual dinner of the China Association was held at the Savoy Hotel last night. Mr. F. Anderson presided and Sir Matthew Nathen. Sir J. M. Brown, Admiral Sir R Bentinek, M. Gershom Stewart M.P., and Bishop Corfe were among these present. The Chairman said time solution of the Russian questions had the most important bearing on British interests in the Far East. There was still grave unrest in China, but while there were maisons for pessimism there was also a more encouraging aspect in the commercial and in dustrial situation.

It is unofficially stated that the Army Committer of the House of Connous has forwarded to the Government an ex-. pression of opinion that the Imperial General Staff should be organised in our central body, with branches in each part of the Empire, and removed entirely from the War Office.
