The addition of these officers was, to a great extent, instrumental in enabling our naval forces to sucuessfully carry out their opera- tions and thereby defeat the. enemy. Millions of the country's money has been squandered away
doles to both men and wo-, men having no justifiable claim to such consideration, whilst the meni of the merchaut service have been consistently overlooked by the Government. Large numbers of officers have been demobilised from the R.X.R. and have joined the ranks of other officers who through the loss of their vessels have been unable to secure em ployment. The rapid expansion of the United States Mercantile Marine feet necessitates the employment of a large number of captains and officers. It is well recognised that ships can be built faster than men to efficiently man and officer them can be trained. It is there- fore only natural that there should be a shortage of officers. Although the United States law requires U.S. citizens to command and officer their ships, a loophole will always be found to evade the law rather than valuable vessels should be tied up for the want of officers, and particularly when well qualified and tried men present
