Speaking at the annual con- ference of the Northumberland Unionist Association at Whitley Bay recently, the Duke of North- umberland. referring to the labour situation, said the Trade Union Congress had shown that al- though the extremist section had lost influence they were still a very real danger and must be fought to a finish. Their aims were not reform, but revolution, not Government but Bolshevisın. "I have during the past few months," he said, "endeavoured to expose the aims of perhaps the most dangerous of the extremists' organisation the executive of the Miners' Federation, as represent- ed by their president. Mr. Smillie. I should like to point out that I have not and never have bad the slightest desire to discredit. Mr. Smillie or his Executive if they will play the game and not con- tinue running false colours, bu so long as their President refuses to abjure his revolutionary and ant-national aims, and yet continues to pose as being solely concerned in the welfare of the mining industry, it is necessary to expose him. So far from wish ing to do him any harm I hare implored him to take the caly course which can restore his re- putation and gain him the respect of all right, thinking me. His refusal to adopt it has now, as you will see, landed him ia sa' impossible position, and he now stands convicted out of his own mouth of disloyal and seditious conduct.
You will perhaps have noticed that finding it necessary to keep up appearances before the recent Conference of Representatives of the Triple Alliance he has issued another so-called "challenge" to

Bolshevik interests and Bolshevik money, I bave replied that I made no such charge, but that I did make others equally serious from which A Mr. Smillie has run away. July 16 I alluded again to his disloyal, seditious, and unpatrio- tic conduct during the war and urged the Government to have no dealings with him in con- sequence. On this occasion he dis played the most intense indigna tion as such charges being made urder privilege in Parliament and challenged me to repeat them' in rublic. I did so on July 24 at Liverpool. He then made speech in Durham, in which he said that he had not yet read my charges, but intended to find out exactly what they were. Six weeks later, as I have already said, he asserts that he knows nothing about them. He thus: asks

Let him clear out at once and resign the pro- sidency of the Miners' Federation. I assure him this is the sole means now left to him of avoiding the utter contempt of all honest (and right-thinking men.”
