Shewan probably spoke the truth when he said that he was convinced there were some rich capitalists behind the whole business. One can hardly wonder at it, for the Government has forced the price to a height out of all proportion to the cost, and the smuggling of opium thereby becomes perhaps the most lucrative business in the world. We believe that smugglers could afford to lose ten packages and then make a handsome profit out of one solitary package got through. We share Mr. Shewan's opinion that there are probably some prominent Chinese in the Colony who could be of very veulable assistance to the Government in this smuggling question if they so. wished. But practically all of the discussion went wide of the mark, except the speech of His Excellency the Governor, which went down to the principle of the traffic, and it is from that aspect that the thing has to be approached.
No less than five of the speakers at Thursday's Budget meeting of the Legislative Council referred to the decreased revenue that the Colony is now receiving and will receive from the operation of the Opium Monopoly, and it is just as well that the public should know exactly what is happening and what is foreshadowed in connection with this most important source of revenue. Not a few people, including ourselves, have often thought that-it-is-an-anomaly that, whilst Great Britain and many other foreign. Powers are preaching anti-opium measures for China, this Colony should be deriving so much of its revenue from the importation, preparation and sale of the drug. Of course, the present is an infinitely better policy than allowing it to come in absolutely unrestricted, open to all the abuses of private handling for profit. In the words of the Hon. Colonial Secretary, it is quite proper and in accordance with the Government's policy that there should be a reduction, and a very easy way of doing that, apart from total abolition, is to so raise the price of the drug as to make it beyond the reach of the majority of Chinese:
