SENDING GERMANS HOME, As the result of a conferencs with the British representatives at Cologne, which opened recent ly, the Berlin Imperial : Central Bureau for War and Civil Prisoners announces that the British Government will probably supply the means of transport and hand over 3,000 prisoners daily in Cologne until farther notice, and will send 3,000 prison- ers to Rotterdam weekly in its own ships.
