NATIONALISATION OF MINES.
Hr. Lloyd George, replying to Trade Union deputatione gacy of nationalisation of mines adhered to the policy, anounced in the House of Commons and declared that the people were convinced the experiment, should be tried they had got the constitutional machinery to carry it out. The Government had definitely decided that it could ant undertake the State management of mines which would not savo pease or increase catpur. Therefore the Govern ment abided by their proposals, namely, to buy out all owners" mining royalties, to nationalise coal deposits, improve the conditions of life of miners and give him an effective voice in conditions affceting his health, his safety in mines and the management of the whole basiness.
The deputation to the Premier was headed by Mr. Stuart Bunning and it included all the Miners' Executive, alzo Messrs. Smille, Bowerman, Will, Thorne and others. There have been strong expressions of dissatisfaction at the nature of the Premier's reply and a great nationalization' propaganda is being planned.
WAR ECHOES.
Paris, Der. 10.
A debate in the French Chamber led to sensational re- velations regarding the failure of the French offensive in Champagne in April, 1917. M. Paintére, then Minister of War, told the Chamber that the Germans discovered the plans with the result that the offensive was smashed before reaching the Germans' second lize. The French in ten days lost thirty- four thousand killed and thirty thousand wounded. Ex-Premier Briand dramatically intervened in the debate. declaring that on the authority of the British and French Gov- ernments General Neville took command of the Franco-British armies in January, 1917, and was entitled to give instructions to Goneral Haig. What then happened is wrapped in ob- scurity but a Paris paper publishes a letter purported to be written by M. Briand to Mr. Lloyd George complaining of the "tendencies of Hair to evade instructions, thus render- ing unity of command impossible,

RACE SUICIDE.
London, Oct 10
Sir Rider Haggard, giving evidence before the National Birthrate Commission, dwelt on the dangers of artificially keeping down births which is now widespread in every West- era nation. except, perhaps, Russia and Germany. He opined that unless, a startling change happened the Western races within the next two centuries would be submerged beneath a great new influx from the teeming myriads of the East. He doubted the effectiveness of appealing to the consciene of the Empire to stop this race suicide, but thought the State might stamp cur diseases tending to sterilize the race, also subsalize motherhood and, as a desperate ultimate resort. the State could directly or indirect bring up all children even holding out a kind hand to those not born in wedlock.
SECRET ARMING.
Berlin, Oet. D.
There were stormy scenes at the National Assembly when the Independent Socialist Hencke condemned the suppres sion of the Independent Socialist newspapers and made start- ing allegations that students' societies, ex-soldiers' societies, ride clubs, gymnastic societies and farmers were receiving arms in large numbers which was a violation of the Pence Treaty. There were indignant shouts of "You are hounding the Entente soldiery against Germany." Herr Hencke retorted that he was speaking the truth. The Nationalist Heintz ad- mitted that his party was striving to establish the Mon- archy. Minister David reminded the House that the Mon- archy had plunged Germany into deepest misery."
