THE RUSSIAN SITUATION.
LETTS DERERMINED TO HOLD RIGA.
Copenhagen. October 12.
The Lott Press Bureau publishes a message from Riga dated the 10th inst. saying that under strong pressure by superior German forces, Lett troops abandoned the left bank of the Dvina.
The enemy is now in the suburbs, but the Letts hold the right bank of the Dvina.
Esthonian armoured trains arrived at night to assist the Letts, who are determined to do their utmost to hold Riga until the arrival of reinforcements.
BALTIC SHIPPING EMBARGUES,
Berlin. October 11. According to the Stettin Abend Pot, a telegram from London" has reached the German Government, having been retransmitted by Le Baltic Port Authorities, informing that owing to the attack on Riga, free passage permits to German ships in the Baltic are provisionally withdrawn. All ships now in the Baltic must be recalled and no other ships will be permitted to put to sea. vessels encountered in the Baltic are able to seizure.

An Esthonian communique reports that the Lettish Government has left Riga and gone to the station at Rodeapols. Lettish troops retired across the Dvina and blew up the bridges, taking up their position at the bridgeheads.
Artillery and machine-gun fire is now going on between the Lett and German troops. The fatter are bombarding Riga with artillery and aeroplanes.

A message from Reval says the report that M. Lenin has been assassinated is denied, but it is stated that he has lost all influence and has been imprisoned by his colleagues lest he try to flee from the country.

DISASTROUS SHANGHAI FIRE.

Shanghai, October 13. Five hundred people are homeless and seventy houses have been destroyed by a fire in the Chinese city to-night.
The Allied Note to Rumania is moderate and conciliatory. It reviews the points where on Rumania disagrees with the Entente, and explains the reasons for the insertion in the Treaty of clauses relating to minorities. AUSTRALIA'S BUDGET.
A HUGE WAR EXPENDITURE.
Melbourne, October 8.
In the Federal House of Representatives, Mr. Poynton, in General Judenitch has officially recognised the Omsk Govern-introducing the budget, said that revenue for 1918-9 was £44,750,000, and the expenditure was £45,000,000. The war expenditure totalled £311,500,000 and the estimated deficit. for 1919-20 was £3,250,000. The Public Debt of the Commonwealth and various States was £708,000,000. There was no new taxation, but Old Age and Invalid Pensions would be increased from 12s. 6d. to 15-weekly. The Government's shipping programme provided for twenty steamers of 6.000 tons, of which three had been launched; four vessels of 3,000 tons, all of which were being built; and five steamers of 12.000 tons to be constructed in England. The net earnings of the Common- wealth Line were £3,500,000.
Copenhagen, Gctober 12. A message from Berlin semi-officially confirms the Stettin Abend Post telegram, cabled earlier. It appears that the telegram from London was sent by the Inter-Allied Naval Commission, which also ordered the recall of the German mine-sweepers.
