FAR EASTERN BANKING.
OPPORTUNITIES FOR BRITISH INSTITUTIONS.
One of the most interesting de- velopments arising out of the war, says the Financial Times has been the increase in the importance of financial interests in the Ear East, especially India, Japan and China. All these countries have prospered exceedingly during the last few years, notwithstanding a bad monsoon. in 1918 and the Javages of the influenza opidemic. In this prosperity English Banking institutions should securetheir full share, as they have alway been the pioneers in this field and the recent increases of capital which have been made by several of the larger Banks is sufficient evidence that their Directors are awake to the opportunity created by the war-engendered prosperity of Eastern countries. At present to a large extent their energies are bampered by the Treasury" re- gulations with regard to the employment of British capital
abroad. That these restrictions cannot be continued for very long is certain. At the recent meeting of the British Bank for Foreign Trade Mr. C. Birch Crisp, the Chairman, put the argument for the removal of all such restrictions very cogently.

"Last March," he said, "the British Government removed the ban upon the issue of capital by English companies for domestic purposes. But the issue of bonds or shares involving what was termed the export of capital abroad is still subject to control. I venture to think the restrictions should be removed as soon as possible. Restriction upon the export of gold is one thing: the export of capital apart from gold can cely take the form of ship- ments of goods, or by render- ing services to foreigners or Colonials. Until the London market is reopened to foreign States a rise in our export returns is improbable. The creation of sterling credits in London will en- able oversea merchants to buy our products. The placing of foreign or Colonial loans upon the London market, subject to a proviso that: the proceeds or the bulk thereof should be applied to the purchase of goods in these islands, would, to the extent that such loans were Bubscribed, reduce the temptation to spend money upori luxuries America is fully alire *to the facts. American, and I am glad to the Canadian also, sees that a country which produces crops or goods beyond its own power of absorption should sell its surplus as against an acknowledgement of indebtedness rather than lose an oversea customer who cannot pay cash down.
