Peking. September 24.-The financial difficulties of the Go- vernment are increasing. It is reckoned that a sum of $10,000,000 will be required to meet special expenses due on the 15th of the Eighth month, the Mid-Autumn Festival, which falls on 8th Octo- ber, and this is in addition to the ordinary sums payable monthly. The staff of the President's office has not been paid from nat ional funds since May, the Board of General Staff of the Army has not been paid for five months, and in nearly every ministry and bureau arrears have accumulated. The provincial tuchuns also are making a request for overdue amounts, which are set at $20,000,000 Even Cabinet min- isters only propose measures for the solution of the difficulty that would pile Ossa on Pelion and Pelion on Olympus. One Cabinet minister is reported. as having proposed the issue of more Bank of China and Bank of Communications notes to meet the difficulty, and then when the market value falls, to issue still more. The rest of the Cabinet rejected these "infamous pro posals," and apparently a decision has been reached to make pro- liminary enquires as to the terms on which & foreign loan can be obtained.
