BOLSHEVIK PEACE OFFER.

Most of the newspapers continue to emphasise the need to clear up the Russian situation anent which recent official and semi-official announcements trom London, Paris and

Washington are confusing.

The Daily News" Washington correspondent sends a digest of Mr. Bullitt's evidence. Mr. Bullitt declared thas Mr. Lloyd Goerge, addressing the Council of Tea on 16th January, decried the idea of militarily crushing Bolshevism as madness. He admitted that Admiral Koltchak was collect- ing the old regime about him and declared that military action against the Bolsheviks would be followed by a Soviet in London. Mr. Lloyd George won the Council over to the ides, but France opposed and notified certain of the anti- Bolshevik, Governments that she would support them in refusal. Mr. Ballitt was then sent on a Russian mission in an American official capacity and Mr. Lloyd George offered to send Mr. Bullitt to Russia in a cruiser. Mr. Bullitt tele- graphed Lenin's peace proposals from Helsingfors and on zatarning to Paris breakfasted with Mr. Lloyd George, General Smuts, Sir Maurice Hankey, Mr. Philip Kerr and Mr. White. Mr. Bullitt handed the official text of the pro- posal to Mr. Lloyd George, who drew General Smuts's attention to its importance. Mr. Bullitt says the same afternoon he saw Mr. Balfour and was afterwards informed he thoroughly favoured the proposal. A week later, says Mr. Bullitt, Mr. Lloyd George gave Parliament and the British public to understand that he knew nothing whatever about the matter.

The War Office announces that General Denikin has in-. feted a further heary blow on the enemy in the neigh- bourhood of Tsaritsin, where he recaptured Salooniki, took prisoner 660 and captured & quantity of war,material: The Don troops have thrown back the Bolsheviks who crossed the river taking 850 prisoners and three guns. The loop of Khoper river has been entirely cleared of Bolsheviks Two thousand were taken prisoner and four guns captured at Ans. The 205th Soviet regiment has ceased to exist. Deni- kin's advance east of Kharkov steadily continues "despite opposition. One thousand have been prisonsred. The Bolsheviks have recaptured Ntozeleta, forty miles north-

east of Kiev.

The War Office announces that a successful operation by British, Serbians and Russians resulted in the capture of Largors and Lijme, twenty-three-miles south of Kapi 519 prisoners, two field guns and several ma chine guns. COST OF LIVING.

INCREASE IN THE PHILIPPINES.

According to figures supplied by the Manila Merchants' Associa- tion on fourteen of the articles which enter most largely into "Irving" in the Philippines, it appears that four of these items, flour, rice, salmon, and condensed milk, have increased in price on an average of 21400. The items just mentioned are all articles of food. A survey of the same figures shows that for nine items in the list of cotton goods and other articles of clothing, the average încrease was 1770/0.

A tabulated statement of the prices of the various article men- tioned for 1913 and the same for: 1919, together with the percent-j ages of increase follow:

The cost of boots and shoes of various kinds has increased on an áverage of 145 per cent, Cotton varns of various grades have gone up on an average of 300 per cent since 1913.

It is calcrilated that the rental on rooms and unfurnished house And the wages of house servanta have advanced 100 per cent since 1913. On the whole wages have not gone up sufficiently to offset the advance in the prices of the necessaries of life, and, as a con sequence, those entirely depen dent upon wages find themselves less satisfactorily situated that before the war. Very few how ever face serious want.
