HOME POLITICS.
· London, - Sept▸ 15
The return of Mr. Lloyd George from Paris to-night marks the opening of the Autumn" political campaign.” The Premier makes an important speech to-morrow at the Inter national Brotherhood Congress and proceeds later to Wales where he is expected to outline the Government's agricul tural programme. Among other prominent politicians Mr. Asquith has consented to address' meetings at Aberystwyth and Birmingham dealing with the Government's fiscal policy. A most interesting political change foreshadowed is than Mr. Henderson will succced Mr. Adamson sa head of the Labour Opposition in Parliament. Mr. Henderson. in- terviewed by the "Daily Mail,” attributed the reaction against the Government to the general disappointment that more had not been attempted since the general election. Great expectations were raised at that time, but very little done to redeem the promises. He claimed for the Labour Party that it was the only party in the State which had boldly taken the country into its confidence, and accepted all risks of publicity in declaring its policy of social recon- struction.
WORK FOR THE DISABLED.
London, Sept. 16. The King's appeal to employers to employ disabled ex- soldiers has been received favourably "everywhere.
There are prospects that the solemn obligation mentioned by His Majesty will be generally supported. The Ministry of Labour states that fifty thousand disabled soldiers are «eek- ing work and fifty thousand for whom work is wanted will be shortly discharged from hospitals and convalescent homes. The scheme put forward as an addendum to the King's Proclamation invites employers with over ten ehe ployees to take five per cent of disabled men on the 'es- tablishment if possible. It is not intended that the pro- posals shall lead to dilution of skilled labour. The wages of the men who have been trained will be governed by the conditions "laid down in the agreement with the Trade Ad visory Confmittees, and disability pensions be not be taken into account. The majority of the staple trades of the coun- "try have accepted the scheme. Participants in the scheme are entitled to use on their correspondence paper device indicating the fact.

The German Go:emment is credited with the inten- tion of acquiring arms and manifions factories in Mexico and staffing them with 'German experts.

CHINA AND THE TREATY.
Paris. Sept. 15.
43
The Chinese delegation in Paris is reported to be ex- pressing surprise about the positions taken, by, the Japanese as being willing to retura Shantung to China as soon China has signed the Treaty of Versailles. The position of the Chinese is as follows: So long as definite guaran- tees to reassure China as well as the public opinion of the world are not given, China has no reason to change her attitude towards the Treaty of Versailles.
ITALY AND THE TREATY.
Rome, Sept. 18.
The Socialist minority in Parliament has issued a state ment urging Italy, to annul the Treaty of Versailles, as "Italy has received no advantage therefrom."
THE MARSEILLES STRIKES.

NEW COAL COMPANYWA A new coal company has started in Klangai, called the Kai Yuen Mining Company, and has a capital of $6,000,000. The whole : concern is local and no outside. money has been invested in the company, and idea is to mine, the rich coalfields in Loping and district and export to Hankor, About 20 large new lighters have been constructed and the coal will be conveyed in these to the Yangtze. The new company is is well financed, well organized, and undoubtedly well equipped.
SIX MONTHS' TRADE, JULA For the six months ending June 30 the total imports of the United Kingdom were value at £717,000, 000, and the exports at £390,000.- 000, leaving an adverse balance of, £327,000,000. Other writers can find satisfaction in these totals; we confess. (says The Times.), ' we cannot see in them evidence) of that rapid revival of trade that we all hoped would follow the cessation of hostilities. Allowing for the increased prices, the advance compared with the last six months of 1918 is very slight. Of the increase in imports of raw materials amounting to £51,000,- 000, wool.alone accounts for £39,- 000. Of the total increase of £32,- 000,000. Of the total increase of £66,000,000 in exports fabrics of cotton and wool account for £33,- |000;000, and manufactures of iron
and steel only £9,000,000.
THE DIESEL ENGINE.
At the meeting of the Diesel Engine Users Association at London in June the president reported that application has been made for a Government grant in connection with the carrying out of research work and tests on liquid facts for Diesel and emi- Diesel engines. The application of the Household Fuel and Light-1 ing Order. 1918. to electricity supply undertakings using oil as fuel in place of coal was discuss- ed. It was pointed out that the application of the Order to such undertakings at the present time time was placing an unnecessary check on the output of electtical energy in the districts supplied by those undertakings, and that there could be no reason for con- sumers of electricity for lighting. heating, or power purposes to be inconvenienced and harassed by restrictions in any area in which the supply of electricity was not derived from the burning of coal in furnaces under boilers.
PIECE GOODS. Shanghai, Sept. 13.-There are slight but distinct signs of an improvement in the market, and recovery from the extreme dull- ness of the past month Although business done during the week was comparatively slight, prices were steadier all round, with a livelier tendency at the auctions in anticipation of the beginning of a good Autuma demand. By #bis time stocks must have dwindled to a minimum, and it cannot be long before up-country dealers are compelled to come into the market again. They should be able to do so now with advantage, financial conditions

THE MARINE MOTOR WITH POWER TO SPARE
GENERAL DESCRIPTION
This motor is a four cyole, four cylinder Lhead type motor. In general appearance it is compact and clean cut, yet there has been incorporated the greatest degree of accessility for such adjustments as daily service requires. Careful design- and manufacture under the most rigid system of inspection and final test ensures a motor of extreme refinements, that is quiet smooth running and powerful with the added and very important feature of economy of operation. The large valves, free intake and exhaust passages and carefully balanced, and light weight reciprocating parts make this motor unusually powerful at the slow speeds as well as the higher speeds up to 1400 R.P.M. There is no unpleasert vibration at the high speeds:
..

Whites were steady, with the ex- ception of Korean qualities, and most of these were withdrawn. Light weight Greys were slightly higher. and 10 lb. lower on the average. Heavy sheetings were slightly frmer. Generally.
the tone of the market was better than for some weeks past. 118 packages were disposed of. At Probst's auction on Tuesday there were signs of improvement all round, noticeable more in keenness of bidding, how- ever. than "actual improvement
