NEGOTIATIONS FOR IMMEDIATE RETURN TO CHINA.

Paris, September 13. Considerable discussion was caused in Peace Conference circles by the report that negotiations are under way between Japan and China for the immediate return of Shantung. The latest information `in that China will not negotiate directly with Japan for the return of

Shantung.

Japanese circles in Paris state that the return of Shantung is considered a regular thing, but nothing can be done as long as China' bolds the trump card of not signing the Peace Treaty.-Boras.

FRENCH POLITICS.

WRANGLE OVER DISTRIBUTION OF VOTING PAPERS.

Paris, September 13. An excited debate took place in the Chamber of Deputies on the proposal that the cost of printing and distributing voting papers and circulars at the General Elections should be paid by the tax- payers. The Minister of Finance opposed the scheme.

The owner of steam launch Fuso Maru was this morning prosecuted before Captain B.R.H Taylour, RN. Marine Magistrate, for failing to paint on the stern of his launch "Fuso Maru," her name, in English and Chiness. The defendant said it was an oversight.
