London, July 31.-Imports into London week ended July 26, 1,120 tons, deliveries 1,009 toms: stock. July 26, 27,602 tons, as compared with 14,380 tons in 1918. Although the blockade is officially raised, imports of rubber by Germany can only be effected under a system of licence. entailing a three weeks' delay. 1 Therefore, the. German demand must be slow in making its effect felt, but its existence is the im- portant point. It is pointed out. however, by a well-known firm of rubber share brokers, that the dominant factor in the rubber industry is consumption by the United States. The official statistics for the fiscal year ending June, 1918, which have only lately been published, show imports of 174,000 tons, compared with 149,000 for its predecessor, an increase of 25,000 tons. According to later figures compiled by the Bubber Association of America, imports for the four months end- ing April, 1919, were 80,862 tons, again-t,59,778 for the same period of 1918. The world's production for 1919 is estimated at about 360,000 tons. During the war the expansion. of American demand practically absorbed the huge increase in supplies, and kept the scales of supply and demand banging evenly, but when the additional weight of German demand (20,000 tons per annum before the war) is cast into the scale, the presumption is that down must go that scale with a corresponding upward movement in the price of rubber. It must! not be lost sight of that during the war the import of rubber by neutral Powers was severely limited by the blockade. In the aggregate the demand by these Powers, now that peace with Ger- many is ratified, should be con-

THE RUMANIAN SITUATION.
Paris, Sept. 4.
In view of the statement that the Romanian Government has not received several recent Allied notes, the Supreme Council will despatch a special messenger to Bucharest with a new note explaining the whole situation in Badapest and what the Allies require of Ruttania.
London, Sept. 4.

Hitherto there has been no explanation why the various nutes of the Supreme Council to the Rumanian Government have not reached Bucharest. It is suggested that the wireless has not functioned for some unknown-reason. The „Kumanian delegation in Paris declares that many of their wireless messages to Bucharest have also not been received.
Paris, Sept 5
The Supreme Council has cancelled the ultimatum to Rumania in view of representations of the Rumanian delega tion that the note of August 29 was not received at Bukharest. The Council bas decided instead to send Sir George Clark to Bakharest with a copy of the undelivered note, also a fresh note which, while not an ultimatum in form, nevertheless conveys a grave warning to the Rumanian Government.
Sir G. Clark, who is Mr. Balfour's Secretary to the Rumanian Delegation, has requested the modification of Article 60 of the Austrian Treaty providing that Rumania and the few States formed from Austrin shall protect religi ous minorities.

THE FIGHTING IN RUSSIA.

It is authoritatively stated that the decision to with- draw British troops from North Russia is unaltered. The recent offensive operations against the Bolsheviks were solely undertaken to weaken the enemy and ameliorate the situation as far as possible for the Russian volunteers after the British departure.
It is officially denied that General Gough has issued the proclamation cabled on Augast 23. It transpires the report emanated from German sources.
Evidence continues to accumulate of apparently deep- rooted German designs in the Baltic" Provinces. The Ger- 1040 Independeat Socialist newspaper "Freiheit" charac terises the official German denials as lies and declares "It is an undoubted fart that whole German formations. have passed and are passing to the Russian army and the whole of Courland is full of German soldiers in Russian uniforms."

A War Office communique confirming Denikin's capture of Kieft says the occupation is doubtless to ensure the long expected junction between Denikin and Petiara. It is the result of a successful counterattack against the Bolshevik cffensive northeast of Kharkoff; which definitely countered the Bolshevik trust to Khärkoff and again secured Denikin's left.
ATTACKS ON THE POLES.

Latest Polish reports from Warsaw state that the insurgents of Upper Silesia have blown up the railway bridge at Tarnowice and destroyed telegraphic and tele phonic communication in the district of Tarnowskaguia. There was brisk fighting on the night of 14th. September when German troops attacked the village of Pietrowice in Teschen Machine-guns and an armoured motor car were used in the fighting which lasted three hours. The Germans withdrew after suffering losses. German aeroplane attacks Three acroplanes' are reported from various towns. machine-gunned the main street of one place and killed five and wounded twenty.
M. Paderewski, interviewed at Faris, declared that the Germans were now seeking to gain the victory on the east- ern fronts which was unattainable westwards. He pointed out that. in Upper Silesia, East Prussia, Lithuania, along. the Bolshevik front in the vicinity of Minsk and along the Ukrainian front Polish armies were forced to face armed enemies Where these enemies were not Germans, they were aided by Germans who were advancing with Bolshe-"" vism to embarrass Poland whose Government, with limited supplies, finds the situation desperate, The attempt of Germany to crash Poland would not succeed if Poland gets speedy succour, but until the German treaty is ratified they are unable to get the foreign troops necessary to steady the situation. In the Baltic states of Bussia the Germans are fomenting disorder and assisting the Bolsheviks. On all sides Poland is forced to face a new waz She, which Germany is waging against the Allied cause. being determined to conquer Russia at any cost, is making every effort to hamper us and ruin our reputation through out the world. ·

The Government has considered the situation in Courland and has decided that unless the troops uncon ditionally obey the Government's orders to evacuate, their provisions will be stopped and the refractories punished.

A native theological student threw a bomb at Premier Said Pasba while he was driving in a motorcar to his office. There was a violent explosion, but Said was unhurt. His assailant, who concealed the bomb in a basket of grapes, was arrested. The city is quiet.

M. Tardieu in the Chamber of Deputies related how Pre- Bident, Wilson and Mr. Lloyd George made the French Gov- ernment on March 14 an offer of alliance. The French Gov- ernment accepted the offer which has greatly lessened the cost of occupation and has abolished conscriptive service.

Cologne, Sept. & There have been grave disturbances between Germans and British troops at Euskirchen, twenty-eight miles south west of Cologne, where an explosion occurred some months ago. Large numbers of Germans attacked the British, one soldier being seriously injured. The town was faed 100,000 marks. Kupper, the leader of the German work. men, was sentenced to death by a court martial and will be shot.
